Chia doesn't enforce a limit. However, because the links are contained within the NFT, as you add links, the size of the NFT also grows. If you were to add thousands of links, the NFT would eventually grow so large, it wouldn't fit inside a block and would no longer be spendable. If you only wanted to add a few dozen links, you would not run into this limitation.
